Bidding for contracts

 

There has been a shift nationally and locally towards encouraging more voluntary organisations to deliver services previously delivered by statutory agencies. T3SC has been working with commissioners in Tameside to promote the value of the third sector and also increase the awareness and skills of third sector organisations about commissioning to help them hopefully win contracts.


Commissioning is the process of assessing the needs of people in the local area, designing services that will meet these needs.
 
Procurement is the process of buying services or goods from an external agency (e.g. the local council paying a local charity to provide services to older people such as sheltered housing or home support).

About the guide
At a time of significant change within the sector, the guide aims to:

  • Provide some context about the commissioning of public services so that trustees can understand the potential implications and impact of commissioning at a strategic level on their charity.
  • Outline the issues to consider and the decisions that trustees have to make regarding bidding for service contracts.
  • Describe the steps that trustees need to take to make sure their organisation is 'tender and contract ready'.
  • Draw attention to key areas for risk assessment and risk management.
  • Signpost to other useful publications, resources and sources of information and advice.
This publication is not a detailed technical manual on 'how to tender'. The focus is squarely on the key issues that individuals need to be aware of in fulfilling their duties as charity trustees.

Branding consultancy opportunity

 

We have an opportunity for a designer/design company to work on two new exciting brands.

 

Community and Voluntary Action Tameside (CVAT) a new organisation bringing together T3SC and Volunteer Centre Tameside, are currently looking at commissioning a designer / design company to develop the new brands for both for CVAT and for the new Tameside 4 Good project.

Tender for the provision of services for people at risk of social exclusion


TMBC logoTameside Council is looking to contract with Providers to develop and operate flexible and innovative services that meet the needs people at risk of social exclusion in Tameside.

Currently a range of Supporting People accommodation based support services for people at risk of social exclusion are provided by seven providers and based within a variety of buildings. The current service model has served Tameside well, however, consultation indicates that a comprehensive review of the current service delivery model could effect extensive improvements in outcomes for Service Users and address challenges that the current system faces.

The new model of service delivery incorporates an aggregated service structure, the separate provision of structured daytime activities, a single access point, personalisation approaches and the potential for different ways of working.

This tender is for services for people at risk of social exclusion who need support to develop their capacity to achieve or maintain independent living and are able and willing to access support, are committed to recovery or working towards it. This includes single homeless people, young people, teenage parents, people with substance misuse issues and offenders.

The tender does not include accommodation based statutory homeless services, services for women fleeing domestic violence, the single access point or services for people whose primary needs are FACS eligible.

The Commissioners are committed to the development of recovery-orientated services that can be used by people as tools to support their recovery and to the delivery of person centred services which enable people to have more independence, choice and control.

The successful providers will need to understand local services and communities, be accessible, flexible and have an understanding of diverse needs. The service will offer volunteering opportunities with the development of volunteer and peer resources to complement the service delivery.

The tender is split into three lots:

Lot 1) Short term accommodation based support service for predominantly younger clients (under 30). The service will not be defined by specific client or needs groups or characteristics. The service will provide both housing management and support and will have access to a range of properties including self contained and shared. A maximum contract price of £370,000 per annum is budgeted to deliver this service and the provider will be expected to enter into management agreements with landlords which will include a range of housing management responsibilities for which additional income will be received.

Lot 2)  Short term accommodation based support service for those with longer term and more enduring, complex and entrenched support needs. These will generally be older clients aged over 30 years. The service will not be defined by specific client or needs groups or characteristics. The service will provide both housing management and support and will have access to a range of properties including self contained and shared.  A maximum contract price of £420,000 per annum is budgeted to deliver this service and the provider will be expected to enter into a management agreements with landlords which will include a range of housing management responsibilities for which additional income will be received

Lot 3) Structured day time activities and personalisation service to ensure that all service users have access to a range of purposeful activities directed at improving their prospects of achieving successful move on. . A maximum contract price of £200,000 per annum is budgeted to deliver this service and the provider will also be responsible for managing an additional budget of £60,000 per annum to be used to facilitate personalised approaches.

The Council will shortlist six organisations to invite to tender for each of the three lots. Organisations may be invited to tender for one, two or three lots however; the Council is concerned to ensure that there is a diversity of supply within the marketplace in order to manage risks and business continuity and to promote diverse and innovative services. In order to ensure this organisations may only be involved in one PQQ submission covering any individual lot as either principle bidder, part of a consortium or proposed subcontractor. Lots 1 and 2 will be awarded to separate organisations. Should one organisation submit the most economically advantageous tender for both lots they will be offered the lot that they indicated as their preference as part of their submission.

The contracts are planned to run for a period of three years commencing on 1 April 2013 subject to continued available funding and satisfactory service delivery (with the option to extend for a period of up to four years).

The award of the contract will be in keeping with a Best Value approach which will jointly evaluate quality factors and price.

The purchasers would welcome bids from smaller and voluntary sector providers or those wishing to bid as a consortium.

Deadlines: All Pre-Qualification Questionnaire (PQQ) documentation must be completed and submitted electronically by using Pro Contract through www.thechest.nwce.gov.uk by the due date of 09 May 2012, 12pm. 

Tender submission packs will follow week commencing 06 June 2012 for those organisations shortlisted. The closing date for tender submissions for those organisations short-listed is 27 July 2012.

Provision of a Counselling Service for Occupational Health (Reference 0321)

Contract Period: 1 October 2012-30 September 2014, option to extend up to 30 November 2016.


The Greater Manchester Police Authority (GMPA), hereby referred to the Authority requires the information sought in this pre-qualification from economic operators responding to the Contract Opportunity for the provision of a Counselling Service for Occupational Health. GMP will award to one preferred supplier for the provision of this service.

 

Deadlines:

To allow information to be circulated to all parties, the deadline for questions/queries (on the PQQ) is 25 April 2012, 2pm.
Deadline for receipt of completed PQQ by upload to the PQQ in www.bluelight.gov.uk  - 30 April 2012.
